New Mobile "Ad Pack?"

New (at least new to Austin) "Local Ad Pack" showing up for car dealers. Can barely even tell that they are ads. Is this a test?

I was one ad when Google'ing "Toyota Dealers Austin". More than likely because the other advertisers have people not in their radius excluded.

Looks terrible as expected and is terrible user experience as well.
