I'm searching Ontario, and the map is zoomed in to northern ontario, where few live. Why doesn't the map zoom out, or zoom into a more concentrated area? Do businesses have to all be popular in one area to expand the zoom of the map? The map is basically chopping a bunch of us off as the province is massive.

It sounds like it's more of an issue how you're searching. Since you live in that area, Google is going to assume you want results closer to you (if using Maps). Try using a user location-neutral tool like BrightLocal's - https://www.brightlocal.com/local-search-results-checker/

Your browser/location will influence how the map displays information, so you need to either search using a tool like that or use a private proxy for the search.
