Second Service Area GBP in Same City (What's Allowed?)

I can't seem to find a solid answer anywhere for the requirements to open up a compliant second service area google business profile and not run into duplicate spam issues.
Here's a list of items that I've seen that need to be checked off before opening another service area GBP:

• Different Name
• Business Name Matches Location Sign
• Different DBA
• Different Staff
  • The workers working inside the location i.e. secretaries, office managers etc.
  • The workers going out to do the work i.e. plumbers etc.
• Different Address (obviously)
• Different Phone Number

Assuming all of those are ticked off is it permissible to open a second GBP? Or does it require something else in order to not get hit with a penalty?
Appreciate anyone who can expand upon ALL the requirements to do this.

If you have an office with signage and staff, create a second GBP and show the address. There is no need to hide the address or over think it.
