Services Listed under Products in GBPs

I have noticed some of the home services Google Business Profiles have services listed in their Products section. Here's an example of one: https://share.google/E1XS9POtFPbiZ9ZaG

Is this allowed? I understand there is a Services section to add services and the Products section is supposed to be for products, but will Google penalize for this? It's been difficult to find a solid answer.

The guidelines say don't do it, but everyone does it, and I have never heard of anyone getting a penalty. Doesn't mean they won't start penalizing for it later, but honestly, they have much more important spam issues to solve before they give this one any attention.

What are your thoughts on having the same services in the Services section as Products? Should they by different per section? Does it matter?

I think it's totally fine to list the same in both sections.
