Noticed this today: it looks as though in Quebec, the level of zoom shown in the right-hand panel is variable. Compare:

After investigating, this appears to be dependent primarily on the color/icon of the pin?? Grey pins with no icons (i.e. excluding education establishments) are zoomed out, but most other pins get zoomed in normally:
  • pink hotels pins
  • orange Restaurants pins
  • red drugstore etc. pins
  • green parks etc. pins
  • Blue retail pins
    • Oddly enough, supermarkets are zoomed out unless they have certain secondary categories (e.g. "grocery store")...
Yet in Montréal or Quebec City I can hardly find anything that's zoomed out! And them you stumble across stuff like this:

I know the map zooms out when the GBP has a regional service area added. Even if there is a visible address they can add a province/state/country in the service area but that still shows the zoomed out map when you click the thumbnail, in the case of the ones you pointed out, when you click the thumbnail it goes to the correct zoomed in version.

The Lexus dealer has indicated service areas.

I can't find the specific Super C store shown in your screenshot but if you share the address I'd be happy to test. Hypothesis: Super C profiles with service areas show this zoomed-out view while profiles without a service area will show a more zoomed-in, "street level" map.
 
If you open them in the LSA view, you can confirm the presence of service areas:
