Can you share the listing here so we can take a look? Sounds like a bug or a merge that happened at some point that is causing issues on the backend.

Does it rank in the city where it's actually located?

So it turns out my client never added an address to the listing, so i did just that ( Google Rep Told Me Too ) and now it is unverified. I swear to god I need to start drinking again when dealing with these reps. absolute worst.
