URL on citations to inner page or home page

Hi guys, my client had created a location landing page + URL for his city but now wants to focus on the home page as his location landing page.
I created over 50 citations pointing the landing page URL. If the NAP is correct is it necessary to change the existing citations and point to the homepage?
I can always 301 the landing page URL inner page and point to the homepage.

If they are a multi-location business, stick to the location page. If not, I would update to the homepage.
