Why doesn't Google do anything about maps spam?

There is a business that has been spamming my area for past few months and my business has taken a loss because of their tactics. Overall they have more than 50 listings between here and Canada. Their trick is to create listings with the CITY in the business name and they seem to be ranking better than anyone. They are also putting these listings in busy shopping centers but after driving there the business does not exist at the location so they are all fake. I know they sell the leads to other companies in the area and they do not have any business licenses and are not registered with the state. I have had multiple people report these listings and nothing gets done, any other ideas?

Hello yes we have had a few people do the redressal form a few times and we never get a response unfortunately
