Are you implying that when a Google Gmail account/user is deleted, the content provided to Google (in this case Questions and Answers) is removed?

The API does allow you to download all the customer-uploaded photos from an account but the association with each review is (I believe) loose. You should be able to look at timestamps and user details from the API to connect to the associated review.
