3 GBPs with more 200 reviews suspended - how is it possible

Hi, this week I got 3 requests for GBPs reinstatement from the same city/part of the city. All 3 had 200+ reviews, being verified on maps from 6 months to 4 years, and all 3 had the same reason - their address was published while it was residential or PO Box. All businesses - Home Service.
My question is about how someone could trigger that suspension, because when tried to suggest edit to my client's competitors GBPs placed on trash bins / Office Depo / apartment complexes / private houses it is never accepted? Also tried redressal form I suggested here, but that didn't work either. Thanks

It could have been a Google sweep, suggest an edit, the redressal form followed up with the help forum.
