Yes, because the parametrcized URL is getting the impression in GSC, which should not be the organic result (or your tracking is borked). Just like any other two URLs from the same domain showing up in a single SERP.
Now if there is no tracking and the urls are the same, who knows? Part of the problem with Search Analytics is that the data is opaque and doesn't reconcile with other source.
However, since it's junk data (unless someone can make a compelling case otherwise) this is just a really fun intellectual exercise. This should not be used for any serious reporting or analysis.
