I work for a digital marketing agency doing SEO work and recently got a new client who had their business name as their address on their GBP.
An example would be "Jim's Spray Foam Insulation, Lexington, KY 40505"

It then drops a pin in the middle of the city you've picked that can be adjusted.

I also noticed that this client is ranking in the map pack. Is this a potential work around for service area/shop at home businesses who don't usually have a storefront? Or is this something that is completely against Google's policy?

Side note: This pin does make the directions button appear on the listing and will take the customer to where the pin is. Typically, the pin is located in the middle of the city.

Service Area Businesses can rank in the map pack no problem. It's not against Google's guidelines. They explicitly allow SABs with hidden addresses to have Profiles and they rank them just as well as they rank any brick and mortar businesses.

Having the address details in the business name isn't necessary, and that IS against the guidelines, but it's probably helping them rank better when people include the city name in their search query.
