When updating categories and the website URL for department profiles, both department listings got unverified. Since we are an agency managing profiles for our client remotely, we are not able to complete a video verification to re-verify these listings in our account. Submitted a ticket to GBP support, and received an automated email with links to resources (screensbot below) and which does not allow replies. Has anyone else experienced the same issue? Is this a common bug? How can we get these listing re-verified? Thank you!

I don't think this is a bug, sometimes Google makes a business reverify it's profile as a secondary check to ensure they are legit and located where they say they are. Unfortunately support will not be able to help you bypass the verification, you have to go through whatever method Google gives you, so someone at the location will have to try the video verification unless there is another option available if you click "more ways to verify".
