Can This Type of Business Merge Their Google+ Biz Page with G+ Local Page?

I'm working with a home security company. While they provide their service at the customer's home, they have a corporate office with a full staff. And while customers don't usually go to their corporate office, they could during business hours, which is like Mon.-Fri. 8-5 p.m.

My first question is, do I have to hide their address in Google+ Local?

My second question is, can we merge their Google+ Business Page with their Google+ Local page? The last time I was looking to do this only bricks and mortar businesses could do this, not service-based businesses. I'm just not sure how this business is classified in Google's eyes.

Travis did you hear about the latest update where Google is starting to automatically upgrade everyone to G+? Google recommends, as they have all along not manually merging now and waiting for the auto-upgrade.
