Can You Bulk Upload for Service Area Businesses?

I have a client with over 10 physical locations, and they'd like to add GBP's for areas that they do not have a physical address for.

Is it possible to use the bulk upload for GBP's like that?

If not, how can we verify the locations through video if they don't have a physical location?
