Has anyone seen this top part in their GMB Home tab before?

We used to have "Get a Quote" in our KP but has since disappeared. But I noticed this and specifically "unlock your quotes". So GMB has a to do list now to unlock the "Get a Quote" button?

Another problem is the last step to what they call "Your Plan"

I tried to open the link which then was routed to my Business listing in Maps. Refreshed GMB, still there.
I tried to search my business in Maps. Refreshed GMB, still there.
I tried to search keywors to find my business in Maps. Refreshed GMB, still there.

What should I do? I want to unlock that button again.

I have seen this before and think it's just Google's attempt to get more people using some of the newer features. It doesn't accomplish anything other than whatever functionality the new features get you.
