I would definitely go for service area optimized pages on your website that are filled with local information. Such as:
business.com/service-areas/chicago/towing-service
business.com/service-areas/chicago/roadside-assistance
You can obviously find another structure that fits your business better. It just has to make sense from your customers´perspective.

Nah, I'd just add your standard services to GMB and let your website create geo indications so that your customers can find you from your serving areas. Or is there a major difference in your services when you serve your customers in different areas?
