Does editing an old review make appear as new?

Seeing something strange for one of the dealerships we report on GBP, seeing a 9-month old review suddenly appears as new. It still has the 9 month old dealership response connected with this. I know there was a past bug like this, where Google would strip the response off old reviews and post as new.

Does this mean the consumer may have updated review?

Yes, if they update it, it shows up as new.
