We have a client who has two GMB's and we've been trying to have them merged. Initially, we were able to get added as owners to both listings. We contacted GMB support and followed their instructions to change the category, phone, and address of the old GMB so that both listings matched, and then removed the old listing. But for some reason they weren't able merge them, and now we no longer have access to the listing we removed.

Unfortunately, the old listing is owned by an ex-spouse and they have not been willing to add us back to that listing. GMB support says they can't do anything further until we have access to it again.

So we're basically stuck and looking for ideas on how to proceed.
 
You'll need access to both listings to get them merged. It's definitely a tricky situation.

You can try to request ownership of a the old Business Profile by following the steps in this guide here => Request ownership of a Business Profile - Google Business Profile Help

Or you can try to report a 3rd party violation here and make as strong a case as you can as to why the current owner should not have access => Business Profile third-party policy: Report a violation - Google Business Profile Help

If you do manage to get access back but Google support still gives you issues on the merge, post to the GMB community forums and see if a product expert can scale => Google Business Profile Community

You can't merge two claimed listings. One has to be unclaimed.
 
How can one unclaim it, if the email attached to the listing can't be accessed anymore?
