Featured snippet for service + city keyword

"Cabinet painting roseville" brings back a featured snippet of a companies call to action on their city service page. I've searched hundreds of variations of the city + service combo for many services and cities and have never seen this before. Here's the google search page.

Has anyone encountered this before?

Yes. We track mostly service/vertical+city strings at our agency and this does happen fairly regularly, though it is not super common compared to nonexplicit geolocated search.

So weird! I wonder why Google just decides to give this company a featured snippet. Literally just giving them all of the Roseville leads for cabinet painting.

We see it a fair amount with listing pages. This particular business just got unusually lucky. Their other service area pages (Rocklin and Aubunr) don't have the same success.
