I'm looking for assistance with a GMB listing that is currently suspended. My client created a duplicate GMB listing because he ran out of appeals and is still hitting a brick wall trying to get it reinstated. The original GMB account states that it has been suspended for deceptive content and was not approved. The second GMB account states that it has been suspended for Posting Restriction. We have checked all NAP info and seem to be correct, service areas are not overlapping, they have a great online presence with social media and a website. The only thing I can see wrong is the duplicate listing. Should the original GMB be deleted since it is out of appeals? Or is there a way to merge the 2 GMB businesses?

Client believes GMB account was suspended due to negative review given to a business, that review has since been deleted but is still having issues trying to get it reinstated.

Much help is appreciated!

You will want to reinstate the original and have support merge the duplicate. If you are out of appeals you can create a post at the Google Business Profile Help Community.
 
A GBP is never out of appeals. You should never create a duplicate listing as it is a major violation of Google TOS. Delete the duplicate one (not the aged one) instantly or asap.
Look for the second appeal refusal email that you received, it should come from a non no-reply email (email that speaks about redressing and Europe). This means you have a direct line to Google now.
Fix all violations on your GBP, gather all the documents they need to provide your business is legitimate and contact them again to request a review.
