Google My Business Websites

Does it make any sense that a Google My Business website would rank in the top spot in Maps? This is the only website they have. It was my understanding that these sites really didn't have much use from an SEO standpoint.

The site is: Josh Schroeder - Real Estate. The site comes up first in the Maps 3-Pack in Laguna Beach, CA 3-Pack for the search term best real estate agent!?!

Yes, I have seen that happen in a few cases. It's pretty uncommon though.
