Google says information isn't the same between two listings

Hello,
One of our white label clients got all of their listings suspended, so we've been working on getting them all reinstated. We are having a hard time with their original listing, as it refuses to be reinstated. So we made a listing for them, as their old one is suspended. Once we tried to merge them, Google said that they had different information. We made the listings identical, but Google still wouldn't merge them, saying they are different. They eventually just stopped replying to us all together. Has anyone ever encountered this problem before?

Yeah, you definitely don't want a new listing. It generally causes the ranking to tank. I would ask them to delete the new one and reinstate the old one if they can't be merged.
