Granted access to Agency to admin Ads but they can't see all my chains.....

I manage almost 200 Grocery locations, 12 Chains in our GMB account. I granted access to an agency who will do some targeted ads for us, gave them access to all locations, but they indicate they can only see one of our Chains. Any ideas why they can't view all 12 Chains? I appreciate any guidance....

@hajnasiewicz, are you trying to set up location extensions in AdWords for all 12? (If not, screenshots would help - anonymized as needed.)
