Has anyone had success reporting schema spam to google?

I have competitors still showing stars in serps on self serving reviews on a service. I've reported to Google and they've not taken action.

I've tried to same thing many, many times on obvious rule benders, have had no luck whatsoever, unfortunately.

Google isn't penalizing anyone who has the review markup on their website, Google just won't show the stars:

The problem is that you can tweak the schema and continue to show stars. This is super simple to do but presumably outside Google's guidelines. I say presumably because they have taken no action when it is reported.
