See attached picture. Can a business that operates out of a storefront (blue star) that also provides home services able to rank in top 3 on maps within a 15 mile radius such as the areas indicated with green star when there are 2x as many competitors in the green star areas?

Depends on the keyword you are looking to rank for. If it is an explicit keyword, example "plumber in Harrisburg PA", and you are in Harrisburg you can rank further away from your physical location than you can for an implicit term like "plumber" with no geo term on it. If the keyword has "near me" in it, you will also not be able to rank too far away. Also depends on how competitive the market is, more competition means you're less likely to rank far away.
