I used Uniqode to create my Google Review QR code. I'm on a paid plan, (I mostly use dynamic codes) but yes, you can use a static code and do it for free with this generator. Either way, I think it's a good way to go, or at least it's been working great for me.
 
Pic one that does not feed through its own url shortener. You do NOT want these to die if there's an issue with the redirect domain or the QR maker goes under. QR Monkey and QR Stuff have worked well for me (though you have to manually turnoff the redirection for QR-Stuff)
