I used Uniqode to create my Google Review QR code. I'm on a paid plan, (I mostly use dynamic codes) but yes, you can use a static code and do it for free with this generator. Either way, I think it's a good way to go, or at least it's been working great for me.
 
Pic one that does not feed through its own url shortener. You do NOT want these to die if there's an issue with the redirect domain or the QR maker goes under. QR Monkey and QR Stuff have worked well for me (though you have to manually turnoff the redirection for QR-Stuff)
 
We’ve been recently testing QR code usage to help us build GBP reviews for a hair salon client I manage. We placed QR codes at salon reception areas and tested placing them on appointment cards and digital receipts, and noticed clear spikes in scan activity during peak hours from mobile devices. For creating our QR code for Google reviews we used https://viralqr.com/qr-code-generator-for-google-reviews/, you just paste your link and generate a code, it is very straight-froward. You can test a code we generated and customized:

Encouraging localized feedback reinforced the salon’s reputation a lot. I think it's a budget-friendly idea to reinforce reviews , and a call-to-action on code reminds clients to actually share their experience, I can understand how it's not the fist thing on client's mind. The data from QR code clearly shows you when and where we need to connect with customers more personally to encourage more reviews during those times.
