I have a client that has the priority owner email, as well as 2 managers for the a specific GBP. However this profile is not verified, we previously had the option do a live video verification, but now when we try to verify, a message from Google populates stating another email we do not recognize nor have access to has verified the property and that we need to request access.

Does this issue sound familiar? How am I requesting access when I am currently the owner email?

yes! And I have sent about 7 different requests all listing out the previous case IDs. what was once a live video verification option is now gone...
