I don't think I've ever seen a requirement for licences when setting up GBP - with Google Ads (Services), I know they require extra vetting, but I don't remember seeing anything when it comes to regular location info.

It's not required in any way, but nowadays, it's certainly useful to help with verification, especially given the volume of immediate suspensions.
