Is Creating GBP Free Websites Currently Unavailable?

Is anyone else unable to create Google Business free website at the moment? We can still edit existing but no longer have the option to create one.

If you have the old-style gallery with a url in the form "https://business.google.com/photos/l/<number string>", you can replace "photos" with "site". @Tim Kahlert has a link to a post explaining how to get the string in question in my previous thread on this topic.
