can u help me here? what did he mean? did they have the G+ link on their homepage to begin with? and moved it to an inner page?

If you are running any sort of a content management system, it's generally easiest to add a Google+ (possibly with rel=publisher markup) into the site template which causes it to show up on every single page of the site including the front page.

Whether having that link in the sitewide template is a good thing, appears to now be an open question.
