Does Google Maps still prioritize keywords in the business name?

In the past, many business owners added service keywords and city names to their business name to rank higher.

Is this still effective today, or has the strategy irrelevant anymore?

But far less so in organic search. It was spammed to death some years back until Google caught up and dumped the lot.

But still having a keyword in the business name does help alot especially in low competition areas where you can just rank with a few reviews if your title contains keywords in it.

Are you sure about this? The primary ranking signal is still the page title. A good page title doesn't need and never has needed the business name. You put the business name in the meta description.

People search for plumbers near me or plumbers in small town. Your snippet should match the search query. Who you are comes later in the AIDA cycle.
