Local 3-Pack Replaced by Single Listing, Bug?

Local Maps Pack is gone — now it just shows one listing, and it changes depending on where you are. Maybe it’s a bug?

I tried to replicate it today, but it seems it's back to the normal appearance (Local Pack).

My boss shared a Facebook post about this. My theory is that it's another maps-decoupling-from-organic test by Google in the EU. I haven't been keeping up with that particular timeline, so I don't know if they're still in hot water about self-preferencing over there or if it's just them doing tests in case the EU decides what they've done already is not enough.
