I am creating service pages for my photography business- there are 5 categories I offer (newborn, baby milestone, cake smash, maternity and family). Each has its own service page. But should the service page be an actual tab in the website navigation menu? Or should there be a "services" tab on the main navigation menu with a drop down for each one?

Just have a single services link with a fropdown.

Someone searching for you will land on the homepage where you would have the 5 categories.

Someone searching for a specific service would land on the service page (and never see the homepage).

If they need to use the main navigation something has gone wrong with your marketing.

Have you started building the blog posts with locations as suggested in your other thread? Ideally these would be your landing pages again making the main menu redundant.
