Manager/owner account suspended?

An attorney's GMB has become suspended. I looked at the listing and found nothing out of compliance, except the address is in a Regus building. However, the attorney is on site during stated business hours. I received this answer from Google support:

Can someone translate this into layman's terms? Does this mean the listing is associated with a bad manager/owner, therefore will not be reinstated? There are 2 owners (our agency and attorney), and one spammy looking manager as users. Advice welcome. Current listing:

Remove the questionable user and reply back to the email advising you removed the account.
