I’m permanently moving my business from Location A to Location B. Location A’s Google Business Profile (GBP) has lots of reviews, but Location B’s profile has none. How can I merge these profiles to keep Location A’s reviews on Location B’s GBP, and not have to re-verify?

You just need to contact Google support and ask them to mark the old one as moved. I would be clear that you want the reviews transferred as well.
