Was just helping someone else with a similar problem and pointed to this thread and realized I never updated this thread...

So now can't remember the exact date, but it seems to me like 3 - 4 months after the original post in July, the penalty lifted and this one finally popped up to the #1 spot in the carousel. And is still there for me today.

To tie things together, although technically not confirmed since we don't have a "before" copy of the description - I'm pretty sure this one is the same penalty.
