Pay-Per-Call Lead Gen With Google Business Profile Listings

I received a list of dozens of SAB location info to use for new Google profile creation. I hesitated because the addresses are all residential and the web page content appears auto-generated by bad AI. They've offered to pay me upfront for the work. Google might suspend the listings though if they're using GBP for phone lead gen , right ?
