I have created new GBPs, but when I share access with the owner for verification, he is not receiving the access email.

I have tried sending the invitation to different email addresses, but the issue still persists.

What could be the possible reason for this?

I have reported the review multiple times using different profiles, but it has still not been removed.

What could be the possible reason for this? Is there any specific factor that Google considers before removing a reported review?
 
I asked some of the Product Experts and James Cant said if you send an owner invite, it should work. Manager invites are not working. Since it's the business owner you would definitely want them to have owner access.
