When setting up Products and Services for an insurance agency, GMB suggests Services such as Life Insurance, Car Insurance, etc. I'm thinking that these would be better suited as Products, and not Services. I'm thinking Services would be Online Quotes, Annual Reviews, Electronic Signatures, Risk Management, etc.

Should I follow GMB advice or is my thinking correct?

Everything can be listed as Products. In this way, you'll get to add an image for each "product", a call-to-action button which can be linked to a specific landing page & a longer write up.

As for Services, you can add it "under" your Primary Category.
