I want to report a local business that is buying fake reviews that are posted almost daily! and using a keyword in its business name to unfairly manipulate the local map results.

In addition, he just created a fake location in Chicago without any physical location; he hid the address, targeted a specific niche, bought many fake reviews, and used a keyword in the business name!

I reported that a few times, but Google did nothing about it. Can someone here please help report it?

I hate seeing it, many legit local businesses are working their ass off to get business, and there are always a few competitors that are trying to think that taking a shortcut to trick the system and doing it against Google policies is the way to win! I hate this!

Any help would be appreciated.

Fake review are prevalent everywhere. It's not just those buying fake review (there are millions of them) but it's also local guides writing multiple reviews to boost their own ratings so they can then sell their services.

You can report them again and again but you are facing a hydra. For every one you shut down 10 more will appear.

Consider alternate means to promote your business. Relying on a GBP isn't good practice.
