Have you seen this article from Joy, on how GBP review filtering is getting stricter? This might provide some guidance on why the review is not showing => Why Are My Google Reviews Not Publishing? - Sterling Sky Inc

also, if you have not already contact Google Business support directly through the dashboard and explain to them the issue. See if they can locate the missing review on their end. If it hasn't been posted to your dashboard for any reason, they may be able to tell you why.
