I help out numerous small local businesses near me, also run local advertising, local directory sites and do lead generation

I create websites to compliment what I do, and most the time just use these to help the people I'm helping or to get leads to send to them.

None of these sites I create are eligible for Places listings but they get scraped by Google who use the content to create Places listings, usually categorising them as Corporate Office

They don't particularly do that well but if I search for the phrase in my location they appear and rank higher than the genuine businesses near me.

I don't want to claim them as my fear with claiming them is that in the past claiming them leads to "Your access has been suspended because this profile doesn’t follow the guidelines." and I don't want Google thinking I initially set them up and risking getting my account restricted.

Is there away of stopping Google creating Places listings for websites that you don't want Places listings for?

You can signal the unverified profiles so Google will remove them. @Phil Rozek's multiple report tactic has been very efficient for me in the past. Slightly less so now that I regularly encounter cases where clicking the submit button doesn't register.

If their existence is not a problem for the client, you can just "manage" them as unverified (another trick I learned from Phil).
