Two Different Business Places at the Same Address: Should I Add Them to GMB?

Hello,

I have a client that wants to improve their Local SEO Performance, but they have two different business places at the same address. They have 8 different addresses but 16 different offices. And, numbers, employees or managers are different people, also the entrance is different. But, all of the address is the same.

I am thinking to "consolidate" these business places to have more authoritative listings because otherwise, my review count or foot traffic might be diluted. But, I want to hear your opinion about this situation.

What type of business is this and what type of address? Do they have signs at the location representing both companies? Are the companies not connected at all (completely different categories)?
