Verification failing for all three markers

I am noticing a brand that I work with that all the verification attempts across 3 new locations are failing on all three markers. Ive spoken to each business owner and they are doing all the right things. Showing the surrounding area, signage, unlocking the door, detailed vehicles, tax id forms etc.

Im certain that on a normal day they would pass. For some reason they keep failing. I got the no more ways to verify and one location completed the live video and it went into processing. However today it went back to verify and no more ways to verify.

Is anyone else experiencing this issue?

Everything I am hearing contradicts this. I am seeing a spike in spam GBPs being created since last October. If Google is cracking down, I welcome it, but I doubt it.

Does this brand qualify for bulk verification?

No they do not qualify for bulk.
