I am getting this message on a rebrand / change of name - i have 301 redircted the original site to new.

but been gettiing this refiusal when i change the url

I've seen it once or twice myself, but I haven't puzzled out why it happens or any useful workaround. I'm more used to google repeatedly removing a URL (this was usually because there were multiple redirects before arriving at the final destination, or use a of an invisible full-page frame to hide the URL).

Use Google Search Console’s URL Inspection Tool on the new URLs to confirm that Google can crawl, index, and recognize the pages correctly. If there are any crawl errors or index issues, fix those first, in my case that helped. Also is your new domain verified in the same Search Console property or linked to the same Google Business Profile? Because Google may refuse it if it's not.
