No, they do have rules against GMB traffic, and it's mentioned in their policies. Like marketcall, leadsmart and some others don't allow traffic from GMB.

And I want to sell leads to someone in the roofing niche.

My business is ranking in the local pack for the targeting keyword. Now I am just trying to monetize it.

Surely if people are clicking on your profile links you can already monetize those leads. EG: fix their roofs.

Or are you saying you have too many leads for your roofers to cope with with work?

I just do rank and rent business. I have ranked the business in Google maps, now i am looking to monetize it.
 
So you are not a legit roofing company, but ranked a fake one just to generate leads? If affiliate networks don't allow leads generated in such a way, I think that is rightfully so. It also violates GBP terms of service but I'm guessing you're aware of that
