Will this cause filtering?

Hello,

Have a client with 2 businesses at the same address, different primary categories (but overlapping secondary categories - also the primary on business A is a secondary on business B & vice versa), different phone numbers, but a similar name.

I have a hunch their is some filtering going on ... both listings are up and down in rankings, and often outranked by listings with 0 reviews, no website, and no other off page optimizations.

Has anyone had filtering with different primary categories before?
