I used Uniqode to create my Google Review QR code. I'm on a paid plan, (I mostly use dynamic codes) but yes, you can use a static code and do it for free with this generator. Either way, I think it's a good way to go, or at least it's been working great for me.

The situation described, with fake location/reviews, is really infuriating, I completely understand OP's rage. Unfortunately, I'm out of ideas, except for reporting them and doubling the SEO efforts. Infuriating.
